[CS:GO] does not enter exclusive mode in fullscreen without any launch params

Issue Description:
CS:GO does not enter exclusive mode when it is set to full screen (When launched without any launch parameters)

Can you reproduce it (exact steps to reproduce):
1.Launch cs:go without any launch parameters & set the game to run in full screen
2.Enter a match
3.While the mouse cursor is replaced with a cross hair-trigger the Outplayed in game window (ctrl + O)

Result:
fullscreen - overlay does not enter exclusive mode
There is no way to interact with the outplayed widow when this issue occurs

Impact for my app: high (~7k DAU)
Do you currently have a workaround? No

Hi @shir.brass,

In trusted mode, OW can’t go into an “exclusive mode” once the game is in a fullscreen-exclusive state.
